Internet Technical Advisory Committee expresses support for OECD multistakeholder approach
PARIS – 29 June 2011 – In conjunction with the OECD High Level Meeting on “The Internet Economy: Generating Innovation and Growth” held on 28-29 June 2011, the Internet Technical Advisory Committee (ITAC)–a worldwide coalition of Internet organizations invited by the OECD to provide input on Internet-related issues–today endorsed the communiqué issued by the OECD. The ITAC expressed broad satisfaction with the OECD’s approach to ensuring the Internet continues to serve as a platform for innovation, economic development and social progress throughout the world, including OECD countries.
ITAC supported the recognition in the communiqué of fundamental principles, such as the promotion and protection of the global free flow of information; promotion of the open, distributed and interconnected nature of the Internet; and encouragement of multistakeholder co-operation in policy development processes.
First launched in 2005, Technology Foresight Forums are an annual event organized by the OECD Committee for Information, Computer, and Communications Policy (ICCP) to help identify opportunities and challenges for the Internet Economy posed by technical developments.
The OECD’s work on Identity Management (IdM) dates back to a 2007 Workshop on IdM in Norway.A Primer on the role of IdM in the Internet Economy was published in 2009, providing policy makers with a broad understanding of the various dimensions of digital identity management.
Recent work from the OECD has focused on a project to review the OECD Guidelines on the Protection of Privacy and Transborder Flows of Personal Data (URL), which were adopted in 1980. Several elements are part of this project:
The ICCP’s horizontal project on Internet intermediaries – Forging Partnerships for Advancing Policy Objectives for the Internet Economy – follows up on the Ministerial mandate given to the OECD in the Seoul Declaration in 2008 to examine ”the role of various actors, including intermediaries, in meeting policy goals for the Internet economy in areas such as combating threats to the security and stability of the internet, enabling cross-border exchange, and broadening access to information”. The project includes two reports and one draft OECD Council recommendation:
